Writing an update in case anyone has the same issue and searches steam. Looked at the patch notes again and in a different section I'd missed the first time it says: ""Legendary" items can only be crafted from crafting parts with a combined average tier of 4.5 and higher." So I think I was just using some low tier parts that had better stats.
